Kuala Lumpur, Malaysia – [May 19, 2025] – Malaysia and China have officially activated the world’s first China–Malaysia Cross-Border Trusted Data Zone, marking a landmark step in global digital infrastructure cooperation. Operated by Skyvast Data Sdn Bhd, the facility is located in Cyberjaya and represents a fully operational cross-border data exchange platform designed to support the growing demands of AI, digital trade, and sovereign data governance.
The announcement took place at the Malaysia Strategic AI Infrastructure Launch in Kuala Lumpur, attended by a high-level delegation from both countries. Among the dignitaries were Teo Nie Ching, Malaysia’s Deputy Minister of Communications and Digital; Tang Hao, Deputy Director of the Lingang New Area Administrative Committee; YAM Tengku Syarif Laksamana Perlis, Dato’ Seri DiRaja Syed Razlan Jamalullail, Chairman of Sirage Skyvast Holdings; Kamarul Ariffin, CEO of Cyberview; and Shawn Tan, Group Chairman of Skyvast Corporation.
The project, jointly developed by Skyvast Corporation and Shanghai International Data Port (SHIDP), is the first realized cross-border trusted data and AI infrastructure collaboration of its kind globally. The activation follows the signing of a Memorandum of Understanding in Shanghai in July 2024, with both parties working over the past 10 months to move the initiative from vision to live infrastructure.
The China–Malaysia Cross-Border Trusted Data Zone provides the digital backbone for high-performance AI computing, compliant cross-border data operations, international innovation partnerships, and digital economy trade. It addresses enterprise needs for compliance, cybersecurity, and data sovereignty, setting a new benchmark for trusted international data operations.
The infrastructure also plays a critical role in supporting Chinese enterprises’ overseas expansion, offering a trusted environment to safely manage cross-border data, meet compliance obligations, and extend digital operations into Southeast Asia and beyond.

Future Expansion to Perlis
Looking ahead, the parties also announced plans for a future expansion of the Trusted Data Zone in Perlis, in collaboration with the Perlis Advanced Tech Park. The planned site, expected to be operational by 2028, will serve as a larger extension of the Cyberjaya node, further strengthening Malaysia’s position as a regional anchor for trusted digital infrastructure and AI capabilities.
To support this roadmap, SHIDP, Skyvast Corporation, and Sirage Skyvast Holdings — chaired by YAM Tengku Syarif Laksamana Perlis, Dato’ Seri DiRaja Syed Razlan Jamalullail — signed a Digital Twin Parks Memorandum of Understanding. The agreement lays the groundwork for deeper coordination between Cyberjaya and Lingang New Area, aligning infrastructure, policy, and innovation under a shared framework for future-ready digital cities.
With the China–Malaysia Cross-Border Trusted Data Zone now operational, both countries have set a powerful precedent for building sovereign, AI-ready, and globally trusted digital infrastructure — positioning Asia as a leader in the next chapter of the digital economy.
