Kuala Lumpur, Malaysia – [December 18, 2024] – In an exclusive high tea session at The St. Regis Kuala Lumpur, senior representatives from CICC Capital, Skyvast, and Sirage Skyvast convened with royal dignitaries from Perlis to explore the evolving landscape of digital infrastructure collaboration between China and Malaysia.
Presiding over the session was His Royal Highness DYTM Tuanku Syed Faizuddin Putra Jamalullail, Raja Muda of Perlis, accompanied by YAM Tengku Syarif Laksamana Perlis, Dato’ Seri DiRaja Syed Razlan Jamalullail. This private dialogue — internally known as the Crown Dialogue — served as a strategic platform to brief Their Highnesses on the progress of cross-border investment initiatives and explore alignment on key national infrastructure projects.
CICC Capital, one of China’s leading investment institutions, was represented by President Long Liang and Managing Director Summer Wu, who provided an update on the China–Malaysia Synergy Fund, the firm’s joint efforts with Permodalan Negeri Selangor Berhad (PNSB), and the flagship China–Malaysia Digital Silk Road Fund — a US$30 billion initiative to be deployed in three phases of US$10 billion each. The fund is designed to accelerate digital infrastructure, AI-ready ecosystems, and capital connectivity across the region.
The dialogue also included strategic input from Skyvast Corporation, and its joint venture Sirage Skyvast — a partnership between Skyvast and Sirage Capital, the royal investment holding company of the Perlis royal family, with shareholders including His Royal Highness Raja Perlis, the Raja Muda of Perlis, and other members of the royal household.




Skyvast’s leadership team was present in full force, including Group Chairman, Shawn Tan;, Group Executive Director, Rafe Azsnal; Skyvast Landmarks CEO, Roni Mustapha; Skyvast Data CEO, Lim Chee Siong; and Skyvast China CEO, Roger Ren. Roni Mustapha presented the group’s flagship development, the Perlis Advanced Technology Park (PATP) — a large-scale AI infrastructure platform built on principles of energy independence, hyperscale compute capability, and strategic land integration. The conversation explored the possibility of positioning the Digital Silk Road Fund as an anchor investor in PATP’s long-term development.
Bryan Lew, Special Duty Officer from the Prime Minister’s Office, was also in attendance, underscoring the federal-level awareness and potential alignment of national policy with this investment corridor.
While the dialogue covered visible initiatives, participants noted that it also ventured into forward-looking opportunities not disclosed to the public, in keeping with the private and confidential nature of the meeting. What emerged clearly, however, was strong alignment on the value of strategic capital, royal stewardship, and digital infrastructure as the foundation of future growth.
The Crown Dialogue reflects a growing convergence between sovereign capital, AI-scale infrastructure, and cross-border economic diplomacy — and may ultimately serve as the launchpad for some of the most influential digital infrastructure partnerships in the region.
