Beijing, China – [21 January 2024] – As Malaysia and China commemorate the 50th anniversary of diplomatic relations this year, the partnership between Skyvast and the China International Engineering Consulting Corporation (CIECC) stands out as a significant step toward deepening bilateral ties. The diplomatic relationship between Malaysia and China has evolved significantly since its inception in 1974. Over the past five decades, the partnership has grown to encompass robust economic, cultural, and technological exchanges. China has been Malaysia’s largest trading partner for 15 consecutive years, with bilateral trade reaching USD 190 billion in 2023 (The Star). This enduring relationship is characterized by mutual respect, strategic trust, and a shared vision for future growth.
Addressing Challenges in Cross-Border Projects
Our collaboration with CIECC is poised to address several key challenges that have historically hindered cross-border projects. Chinese enterprises, despite their technological prowess, often face difficulties in managing complex international projects. Extensive experience in international business operations and project management can bridge this expertise gap, ensuring smoother project execution and management. Navigating the regulatory landscapes and approval processes in Malaysia can be challenging. Robust networks and strategic knowledge of the local market enable the streamlining of these procedures, ensuring timely project approvals and efficient execution.
Stringent foreign exchange controls and complex approval procedures pose significant challenges to financing cross-border projects. Financial acumen, combined with CIECC’s strong government backing, can facilitate smoother capital flows, essential for the timely completion of projects.
The Malaysia Innovation Economy Corridor (MIEC)
The Malaysia Innovation Economy Corridor (MIEC) is a proposed national-level program anchored by an innovation hub to be developed in Cyberjaya, Malaysia. This corridor aims to catalyze international collaborations, encourage intellectual property transfers, and enhance economic activities through substantial foreign direct investments. By situating the innovation hub in Cyberjaya, the MIEC is strategically positioned to attract international companies and foster research and development endeavors. The goal of MIEC is to position Malaysia as the premier hub and a soft landing zone for advanced technology companies entering Southeast Asia, making Malaysia the regional command center for the region.

Signing Ceremony
On the afternoon of January 18, 2024, CIECC formalized an agreement with Cyberview Sdn Bhd, Skymind Holdings Berhad, and Skyvast by signing a Memorandum of Collaboration (MoC) in Beijing. This collaboration aims to foster the development of the Malaysian Innovation Economy Corridor and Cyberjaya City Center. The signing ceremony was graced by CIECC Chairman Gou Husheng and H.E. Dato’ Norman Muhamad, the Malaysian Ambassador to China. The session was presided over by Dou Hao, Executive Director of CIECC Academy of Strategic Studies.
Participants also included Kamarul Ariffin Abdul Samad, CEO of Cyberview, Eow Wan Lin, Southeast Asia Regional Managing Director of Skymind, Chairman Dato’ Romli Ishak and Deputy General Manager Auni Alias from Cyberview, Skymind Global CEO and Skyvast Group Chairman Shawn Tan, Skyvast’s Executive Board Director Rafe Azsnal, and Raja Ahmad Shahrir Iskandar Bin Raja Salim, CEO of Permodalan Negeri Selangor Berhad (PNSB), along with officials from relevant departments of both sides, who engaged in productive discussions.

The Malaysia-China Comprehensive Strategic Partnership, bolstered by initiatives like the Belt and Road Initiative (BRI) and the Regional Comprehensive Economic Partnership (RCEP), provides a robust framework for deepening economic integration, facilitating smoother trade, and fostering innovation (The Star). By leveraging these platforms, we can overcome challenges, unlock new opportunities, and drive sustainable development.
